Draft Amendments Regarding Digital Platforms and Game Providers


With the law proposal titled “Amendment of the Social Services Law and Certain Other Laws” (“Law Proposal”), submitted to the Grand National Assembly of Türkiye on 4 March 2026, certain amendments to the Law on the Regulation of Broadcasts via Internet and Prevention of Crimes Committed through Such Broadcasts numbered 5651 (“Law”) was proposed, particularly concerning digital platforms and the online gaming ecosystem.

 

The Law Proposal aims to strengthen the protection of children in digital environments in light of risks such as cyberbullying, exposure to harmful content and digital addiction. In this context, it clarifies the existing obligations of social network providers and explicitly brings actors operating in the digital gaming sector within the scope of regulation. It also introduces new definitions such as “game”, “game provider” and “game distributor”, and proposes additional obligations for social network providers, including age verification mechanisms, child-specific service models and parental control tools.

 

The Law Proposal also introduces obligations regarding the prevention of misleading advertisements, compliance with content removal and access blocking decisions, and the implementation of technical measures to prevent the re-publication of unlawful content. In addition, administrative fines and progressive sanctions such as advertising bans and bandwidth throttling are proposed. Furthermore, specific regulations concerning the digital gaming sector are introduced and the supervisory powers of the Information and Communication Technologies Authority (“Authority”) are expanded.
